Every year finance ministers and central bank governors converge in Washington DC in the International Monetary Fund (IMF) annual meetings.

But why do these economic managers of countries make the annual pilgrimage, and if the IMF is a lending institution, why do countries like Uganda which do not borrow from the fund attend the meetings?
